About the Author
Steven M. Sheffrin is a Professor of Economics and the Executive Director of the Murphy Institute at Tulane University. He is the author and co-author of several books, including Property Taxes and Tax Revolts (with Arthur O'Sullivan and Terri A. Sexton, Cambridge University Press, 2007) and Rational Expectations, 2nd edition (Cambridge University Press, 1996). His articles have appeared in numerous scholarly journals, including the American Economic Review, the Quarterly Journal of Economics, the Journal of Economic Perspectives, the Review of Economics and Statistics, the National Tax Journal, the Journal of International Economics, the Journal of Finance, the Journal of Monetary Economics, and the International Economic Review. He received his PhD from the Massachusetts Institute of Technology.

By one and done
Neo-con economists who dismiss "fairness" arguments about tax policy as uninformed blather should read this book. Shiffrin knows whereof he speaks. Excellent book.

Academic work accessible to the general reader

An excellent book. It makes a contribution to the academic literature on taxation, but is also readable for a general audience. It contrasts academic perspectives and theories from a number of disciplines, what the author terms “expert justice” with actual perceptions and opinions of individuals or “folk justice.” He makes The case that academics have viewed fairness primarily as as a matter of redistribution, but in reality, people are more concerned with whether the benefits they receive are commensurate with their taxes, whether the system is transparent and whether they are treated with respect by the authorities who administer the tax system. The book is replete with a wide array of examples backing up his approach from a wide range of literature.
